Remember that NVidia and AMD (like all fabless) are small companies in term of employees as far as semis are concerned. Intel is 10 times bigger than AMD on that front. Even smaller companies like STM or NXP have over 40k employees, that's a lot of manpower you can put on one project if the need arise.
