Im reading through the whitepaper. Its actually completely arbitrary based on how they set it up when that application was created. They could re-create bitcoin like you seem to want, or they could do something completely different. Each application on holochain has its own rules about what needs to go on the DHT. So if they set it up so you dont have to sign if thats how they wanted it. It would greatly increase computational overhead on the neighborhood if they did that because its basically just bitcoin at that point.
