It's often intentional for a portion of artwork to remain "outside" to make the size of something seem more impressive. I imagine this was the intention, as it does a pretty good job at making the wingspan seem enormous.
Seems like you'd rather they give him chicken-sezed wings or make him 30% tinier and less impressive. I strongly disagree
