A man who's "going places", who's good at winning friends and influencing people and shows all the signs of an upward career trajectory, is red hot even if his pockets are currently empty. If you need a "log" to get an idea of whether the work is being done and your employees are all contributing their individual parts, your employees aren't lazy, you're just running a shitty chain of command that communicates poorly. No, hauling everyone back into the office to make sure they look busy all the time will not fix this.
