Because the value of the token needs to remain as unaffected as possible by other factors. The value of all the tokens need to be equal to the value of all the required collateral for the network, if it used ETH as collateral this would be harder as ETH has many other factors that change its value. It's simply better to have the tokens' value tied directly to the value of the link ecosystem.
Also the link token is ERC-677, giving it transfer and call functionality which lets the token trigger a contract to behave in a certain way. This was made specifically for chainlink. Bullish as fuck.
