Observing physical differences in appearance doesn't imply that you think that people are predetermined to act in such or such a way by their birth. There was no stigma against mixed marriages in antiquity, and there was no idea that you were "made" bad by foreign blood. The example of the Persians in Herodotus is how the ancients thought about things--that we rise by virtue, and fall by luxury.
