check the mark on the bottom but most likely yes, silverplate is often defined by random dark/blue blotches. real sterling turns uniformly "warm black" over time, defined by fingerprints and other oils

personally i like to thrift all my pewter, but generally not care about sterling because i'll eventually inherit an obnoxious amount of it

french silver medals can sometimes be very cost effective, if you understand the marks and the asking price relative to spot (there are various marks like argent 1, argent 2, etc., that don't conform to the sterling standards but can be like 0.950, 0.800, etc) do your own research
