If you are dead set on your idea, just learn some Ruby on Rails and stick your idea on the Internet. You don't have to wait for anyone. Unless your idea needs a massive database and some extremely unique features, you will probably have it up and running inside of 4 months. You don't need whatever you think you need OP. It's the Internet, the barrier to entry is so low that everyone with a laptop can get in.
