Is there an equivalent to FDIC insurance for equities, particularly in Europe? Like, brokers are in theory only holding the shares on your behalf, and losing them would be fraud etc, but is there a third party on the hook if IBKR turns out to be insolvent tomorrow?

So I've longed and shorted options and stocks and stuff for years now but futures are an unknown wilderness to me. How would I go about manually recreating something like SOXL or TQQQ using futures, for the purpose of reducing fees?
Do I just buy the E-Mini 500 S&P? I have this vague knowledge that futures are risky, but as far as I can tell I just buy & hold & roll near expiry, is there any inherent liquidation risk if I'm long?
Also, is there a futures contract for semis? How do I discover things like the E-Mini 500 S&P in general?
I know it's a lot of questions but even a partial answer would be appreciated
