the initiative for cryptocurrency and contracts, its the research Hub where all the important Cryptocurrency tech is coming from, where all the big brains meet up and solve the big important problems like the oracle problem or the scaling problems.
Its funded by the US Government through National Science Foundation (NSF) Grants and Private Investors that belong to the central banking system. like I said, there is a glow to it.
Projects coming out of it: Ethereum, Chainlink, Avalanche, Arbitrum, Oasis Labs and most likely Bitcoin itself. never heard of IC3? ask yourself why.
