The perpetual cycle of two years bull and two years bear can't go forever.
Now that the pattern has been noticed and is expected it's almost certainly not happening anymore.

What I think will happen is either we don't enter a bull market and only a few valuable crypto will go to the moon, leaving the rest to the ground, either the bull market happen but it is slow and steady like the stock market and we don't get a bear market for a decade.
Or alternatively we're still in the bear market. Think about it, what kind of bull market starts with everyone announcing it? Back in 2016 most people were very sceptical about the start of a bull market, even on reddit optimistic comments were downvoted in the oblivion.

I think in USA I read you technically have to pay for every crypto to crypto trade, and for every crypto to USD trade.
