Only a certain number of souls exist in the world. When you die your soul passes to a new body.
There are currently more bodies than souls so most of the people you meet in the world are just skin suit automatons with no inner monologue

this is what the "NPC Meme" was about before it got co-opted to just mean "leftist or journalist"
