In order to be ruggable, there needs to be a party which controls a big part of the total coin supply. Otherwise, even if you sell your entire stack, it cannot dump the coin down far enough to destroy the price. This is why LINU is so appealing: The distribution is extremely broad. Nobody owns a piece that's even close enough to rug the coin.
