You're doing it so, SO wrong. Are you the same guy from like a month ago who I typed out an essay for explaining why TAILS is the literal worst OS you could be trying to run a node on? Are you the same guy who I gave a step-by-step guide on how to run a PROPER hidden service node?

TAILS is a system meant to boot from a USB stick and run in memory. Your entire node and all syncing progress you've made will evaporate the instant you have a brown-out or accidentally bump the power cable, run it off of a regular OS unless you want to be back here in another month doing this shit all over again.

Also, you need to either execute Monerod from the command line with the --limit-rate-up and --limit-rate-down options, or add those options to a config file and point monerod to that config file. To my knowledge there is no way to edit that while monerod is actively running. (https://monerodocs.org/interacting/monerod-reference/))
