I don't think they'll wait five years. Every year they wait the ground gets more stable under core's feet. They've been trying to shore up politically reliable ideological miners for a while now. Halong was their play in getting to an equilibrium where they weren't at the mercy of miner profit motive. Every year that goes by the better the chance they succeed.
Meanwhile basically everyone that has being paying any kind of attention at all knows now that this can and probably will happen.
