My dealer always made the distinction: Absolutely nobody with a private stack is parting with any of it. Nobody is coming in and selling bullion. Only idiots and grandmas coming in and dumping jewelry and other crap. The only bullion he gets is from large dealers, and even then the US mint starting getting so backed up he had to start getting Canadian stuff. He was constantly complaining about the wait times on his orders and would show me every part of his order page on his monitor.

They have silver because they get a trickle from mints and large bullion dealers. Nobody stacking is selling shit all. There's no circulation, only outflow.
