There are ~69.75Mn shares outstanding.
There are ~68.1Mn 'positions' that are short currently.
So the % of the short is 68.1/69.75 = 97.6% of the outstanding shares.
HOWEVER,
The 249% figure is calculated differently

It is implying there are only ~27Mn shares available for public trading (the rest are held privately or locked in some manner). As such, they would need to buy back at whatever prices are available or get buried in service charges for trying to hold the position. They get fucked either way.
That is my understanding, anyway, and I stand to be corrected.
