Let's say I had an app idea...around $100k. I can't code, I've tried it's too difficult because I have substance abused.

What would be the best way to create this app and get it promoted?

At the moment literally all I can think of is emailing random streamers and asking them if they can help. Is there any way I can email companies and ask them for assistance?
