Do you know where the factory was located? If it was in the middle of downtown I wouldn't hold my breath, but if on the outskirts and on a parcel with irregular terrain or a nearby ravine they may have dumped/landfilled on-site instead of sending everything to the main town dump. It would be super cool to find a wagonload of floor sweepings and cutouts sprinkled with "error" clipped planchet or double struck tokens they culled and tossed.

It looks like it can be improved and the spots of crud cleared off, but be careful as the appearance of the rim in the upper right quadrant suggests it is a bit corroded/pitted and crystallized, the surfaces will be trickier and you don't want to accidentally chip off some of the embrittled embossing so don't get too ambitious, less is more with that one.
