Third is considered the weakest, but the fourth has nearly all the same problems with only little bits of improvement. The last season has a pathetic set of secondary villains who ruin lots of scenes with crazy tonal shifts (imagine a 9/11 hijacker getting a tearful goodbye after the most shallow redemption moment possible) and some okay moments, but never manages to hold a candle to the first two seasons.
