Try to map out you idea on a Business model canvas. Th first three things you need to consider is who are my customer segments (clients if segmented by market), what value proposition I would offer each (i.e, what value would a certain customer see from your product (for example, young teenagers in Switzerland don't need a license to read small bikes with less then 125cc, would they be interested in this? are you solving a problem or is this a solution in search of a problem)) and lastly whith what channels would you use for the right value proposition to reach the right target? (that would become your marketing plan).

I don't know where you are based but consider looking at business angels near you (family, friends, etc) that would invest in you.

For all you know you might find success by selling these engines to air compressor companies, who really knows. Don't be afraid to pivot and work on a Lean Business Model Canvas.
