not if price of oil continues to stay low and companies cant even afford to store it. They store it because they are hoping the price later will increase, how long can they hold out? They become so insolvent and file bankruptcy it wont matter what environmental law causes them penalties they are broke anyways. They start just dumping oil or setting it on fire because they dont have the cash or a loan to even begin to store it. Speaking of just american oil here. If you notice tanker companies outside of US not increasing as dramatically. If russia and saudi keep this up, they will though.
