They traced a shitload of defi hacks as being "cashed out" through Tornado Cash, which put it in the eyes of regulators. Also, the enforcement of the ban is easier on Ethereum because it's immediately obvious to see wallets violating the sanctions as it has no layer 1 privacy, and the fact that 95% of "defi" has admin keys or centralized control and actually can just block (lul) people who've ever used Tornado Cash from interacting with their protocol. Aave has been doing this, for example.

Monero is used heavily for buying drugs online but because we don't have shitcoin casinos and on-chain exploits there really isn't a lot of high profile thefts you can provably tie Monero to (ransomware groups often demand payment in Monero but a large percent of people just refuse to pay). Although I do think we are eventually going to be sanctioned.
