Yes that is how things have played out in the past. (NRA seems to have real internal problems for once, but I don’t think it’s enough to throw them too far off their game. I don’t think the Western civilians have all that much power over their governments either, but the control is more of a “soft power” than in China.

And China is spreading their methods of control via tech and surveillance to the rest of the world. Many countries are interested.
