Klaus Schwab talks about the possibility of their existence (primitive breakaway villages) in his book.
So its something our rulers anticipate happening.

The elites running the One World Government won't allow the people in the small primitive villages to trade with their smart cities.
In order to do any business with the smart cities, or anyone in them, you will need the microchip implant (what some would call the Mark of the Beast).
Those in the villages won't have the microchip implant, and thus won't be able to do business with them.
The villages are a pressure release valve for their enslavement of the rest of mankind.
They're only going to tolerate them if they stay primitive and don't pose a threat.
Otherwise they'll send in their drones.
The elites will tell their slaves that they have good lives, and then paint a negative picture of the people living in primitive societies.
