Like I said, you as a project manager are literally a source of revenue for permit issuing agencies. They WANT your project to get off the ground, because there's plenty of things you'll need permits for later.

Most normies who don't understand how this business works think this is some kind of insurmountable regulatory hurdle, but the only thing that could possibly realistically impact it is politics, and if Trump is true to his word, politics aren't going to get in the way.
