1. anything over spot is design, might be the mint, might be the seller, in the end 1oz is 1oz. Numismatics play a role, but not as much with silver as long as it's not historical money
2. Tarnish occurs when sulfur reaches the silver (i.e. farts, egg etc.), albeit slowly. The plastic mostly protects from scratches. It's seen as optional as you can remove the tarnish easily

5. very high premiums, the concept is interesting but there is high cost involved in producing them compared to the value.
6. whatever you like, really. storing them in wooden boxes you might need to watch out not to let the silver touch the wood directly (sulphuric molecules are biological and will be in wood in trace amounts). if you need security, consider a safe or hiding the stuff well.
7. you don't have to estimate junk value, because you usually know it. If I buy junk, I do it when I know the precise silver content. 5 Reichsmark from here is .900 Silver for instance, 2 Reichsmark is .675 etc. Burgers know what their Mercs are worth (1 Blowjob precisely)
