Changing a router won't change your IP address, which is provided by your ISP and usually remains somewhat static at least for the short term. Maybe if he's lucky, unplugging his modem for a day and waiting for his DHCP lease to expire would allow him to get a new IP from his ISP if they lease out the old address to someone else before renewing.
