if it starts going down significantly, it indicates that smart money is exiting the position. But it would be very odd if that happened now. The thing is that OBV is just good tool to recognize who is buying/selling by spotting divergence between price action and the indicator.

Here is an example. its link weekly chart. you can see that there is clearly accumulation happening during the downtrend. once the accumulation is done, there comes reversal and very strong uptrend. It obviously works another way around to see when smart money starts distributing their positions to retail investors. thats usually when /biz/ buys in.
