Belarus needs cheap gas/oil to survive and offers Russia some special rights for this. But the lower the price of oil and gas, the lower the influence Russia has over Belarus. So Russia has to go even lower here to maintain status quo.

Belarus also exports tons of it to Ukraine so Ukraine can pretend not to buy stuff from Russia and vice versa. (Belarus is the biggest sea fish exporter to Russia despite not having sea access for example.
