if everyone wanted to really bring them to their knees, there would be a grassroots campaign for every american to file a paper return. of course something like 50% of americans don't pay a single cent in federal income tax because they get so many tax credit gibs, so there would be a mutt outrage when their paper filed refund takes 3 years to be processed.
