It has already been used this way, with malicious actors trying to crash the network by flooding the network with transactions. v19, which is at about 95% completion, aims to solve this problem with a solution called dynamic proof of work. I just hope making the devices which send out massive amounts of transactions does not detract away from the potential of Nano being used in such a way. A decentralized ping packet that carries a monetary value attached. This is essentially what BTC was supposed to be.
