The target market is smart contract users, which is why it's on the Ethereum blockchain. Kleros is easy to incorporate into existing smart contract templates. There's lots of room for expansion, too. Companies like Ebay and Amazon, or any online retailer, can incorporate Kleros into their dispute resolution business practices and basically outsource dispute resolution and save money. It can even be entirely automated on their end, with automatic generation and submission of evidence that they filled out their part of the contract and mailed the package with the correct contents to the correct address. Warehouses already track all this information internally for inventory control anyway.

Personally, if I took a freelance job online, I'd insist on using a smart contract with kleros for dispute resolution. I've dealt with flakes before and it's not fun to spend ten hours on a project and never get paid for my work.
