Flint always had that dirty water. Hundreds of cities worse than Flint. What happened was that the governor forced the Detroit people to pay their bills.

They had brown water because they were so poor they didn't flush the system regulatory. When they switched sources it created a water hammer effect most likely that dislodged minerals that should had been flushed.
