Penny stocks are manipulated gambling as well, but if you get caught doing certain types of manipulations you have to may a small fine and the SEC officially scolds you.

you can also use it to buy drugs and launder money, or move large sums of money around (for example, to get a couple hundred million out of China or Turkey or Argentina)
