Imagine a system where it's proof of work like bitcoin
but instead of having miners mining 100% of the time
miners burn energy occasionally to determine which small set of miners will get to compete for the next reward/block
some kind of multiple selection where only the best miners (on average) end up competing in a final race

Wouldn't that make the bitcoin network as secure, while using far less energy?
