People of color generally tend to be more pro-active in crime, so that they tend to be arrested or "convicted" more often than white people.
While white people tend to be very civilized, and like peace and security, people with a less evolved gene pool are more prone to commit violent acts and more inclined to partake in amoral traffics such as f.e. drug dealing.
