1) US has signed of agreements to benefit the military industrial complex with all sorts of our allies. We literally earmark these funds (including all of the 3.8b you speak of) for military assistance in the form of purchasing US made military hardware. This is essentially store credit to the US military store, with certain allies allowed access to certain toys. Israel gets a lot, but do you consider south korea or japan?? Our DMZ in korea is 5 billion a year alone, and calls for actual personnel not just $$$.
2) What troops secured israel border? Why lie? The only american personnel presence is the Dimona Radar Facility, in a non combat role. American aid shifted to hardware and not personnel especially after beirut bombing of 1982.
