I guarantee they'll roll it out after the crash so they can present it as a "solution" to the crisis. Besides, the number of people buying PMs during the crash will be too small to have a tangible effect (with lots of people selling their stacks to make ends meet or realize profits then too).
Once CBDC is rolled out, PMs won't be banned outright, but they will be difficult to buy (saving up enough fedcoins before they expire will be difficult) and there'll be all sorts BS money laundering regulations regarding who can sell PMs and how often. Eventually, buying and selling with anything besides CBDC, will be prohibited in most circumstances under the same "money laundering" regulations.
