You don't see that because the police are there to protect those people, same reason Jewish schools have armed guards while teachers being armed in goy schools is taboo. Once they decide the pay isn't worth protecting them anymore and those people have free reign to loot anywhere they want instead of being herded into the cities to destroy businesses and lower property value so those same people can buy it up for cheap (remember Robocop?), you'll see some of that.
