here maybe this is a little more clear. it's basically a clear representation of what overbought and oversold looks like, yeah if it gets 12x the ATR above the 200 it can go higher, but it's not likely to go very far before selling off. if it gets below it, assuming it's a good stock in an uptrend, it's not likely to stay there for long before going up again. this is clearly visible on the chart itself.
