Because these people don't want to leave willingly so you have to pay the salaries of all the ICE agents that track them down, arrest them, and then escort them out of the country.
You also have to pay to feed them and house them during the holding period. Also I think most deportations are done via international flights which are much more expensive than ground transit.
But its even worse if they stay in the country since they get food stamps, housing subsidies, free child care, free medical care, and use public services like police, fire dept, and roads without paying taxes.
Not to mention that they undercut the value of labor and lead to stagnating wages for the lower class which then also need to rely on public handouts like food stamps and section 8. Its a massive drain on tax revenues but dems love it because they create a slave voter class if they can keep illegals in the country until their kids turn 18 and are forced to vote democrat to keep their shitbag illegal parents from getting deported.
