Yes, but it's not a smart contract platform like what most people mean (i.e. publishing your own like ETH). Atomic Swaps are the main focus on smart contract functionality currently, the Bitcoin one already running and ETH in testnet.

If we're talking price action I would say the very thin order books are more interesting in causing sudden price spikes. We see regular pumps because some Russian/whale keeps making big honking orders on Tradeogre of 50-150 BTC each time. Dude just eats the slippage but he causes noticeable pumps singlehandedly, even with arb bots spreading it out.
