They were still experimenting, but not really rigorously, just trying things to see what worked. How else do you think they hit upon onion and garlic and oxgall? The issue was without the underlying understanding of why things worked, and no real rigor in seeing what worked or not, certainly no double-blind studies or petri dishes, it's very hard to get to anything approximating real medicine.
