I'm trying to figure out of my university is trying to pull some bullshit.

Basically the school overcharged me as out of state for the first quarter even though I've been here for years.

I got it fixed for the first quarter by filling out a waiver so they took the out-of-state fee from the first quarter and applied it to the second quarter.

I paid the leftover tuition for the second quarter.

Now box 1 of the 1098-T shows the total I paid out of pocket to the institution but Box 5 is is showing the refunded out-of-state amount as a scholarship/grant.

Is this how this is supposed to be used or is some fuckery afoot?

If they won't change the 1098 can I just ignore what they have in the box and report scholarships/grants as $0?
