You're making the wrong comparison. Google isn't trying to compete with the PS4, they're trying to compete with the Switch. The combination of technical limitations and cheap pricing makes "really casual gamers" the obvious target demo. Nintendo already has that market cornered, because they figured out what they actually want - "friendly" devices and raw fun-factor. Google is just not offering enough of what those people really want to claim any substantial chunk of that market-share.

Pitching an early-adopter-stage technology like Cloud Gaming directly to the casual segment of the market just doesn't make any sense at all.
