Problem is tax, a friend from US sent me a iphone, they charged me 200 dollars to take it out from mail post, but it doesnt accepted brazilian phone carriers and I had to pay more $100 to unlock it, in the end it was almost the same of buy a new one here.

Tax fucks everything, and yes they charge in US Dollars because it come from US.
