Keep in mind what you want to put into it - like how dense PMs are and how heavy the box will get - then consider whether you expect to be able to move it or not.
I find cigar humidors to be a great class of container for PMs to accommodate capacity mass, structural strength, and aesthetic elegance.

If subtlety is not a concern, look up cigar humidors. They're a nice compromise between cost, strength, elegance, and size. A full box may weigh 20-30 pounds. New ones usually come with the hygrometer and humidifier pad loose - unmounted. You can toss the pad, but the hygrometer might be useful somewhere.

Wood is elegant. Not sure if a lock is useful. If you're ransacked, that won't stop anyone. Locks keep honest people honest.
I like wood for my more interesting stuff. A relatively good compromise between elegant and cost is a wood humidor for cigars. If you buy new, the hygrometer is usually not attached (so you can place it wherever), and you can just chuck that.
Caveat: Make sure it's not too big, or you won't be able to carry it, or the bottom could fall out.

Have you thought of or suggested humidors? They can be quite elegant for the size.
Also if you get really big box, you may not be able to pick them up when they get full.

If you don't want capsules, I'm assuming you don't mind the stuff getting scratched and dinged from mutual collisions and scrapes in a common container. But then I don't understand using the silica.
