For 90%, that's definitely too much, you should be expecting pure for that price. Bullion can be more iffy with the premiums at small amounts (100g against 10kg, type 'small') but that's taking the piss.
A Grand (with perhaps a bit above, given the climate) for a kilo of 99.99% pure is a general price I'd be working with right now.
