He says it himself, they're obligated to pay the dividend to their borrowees. They're clearly retardedly overleveraged, so they'll have to either
A) fail to deliver the dividend shares
B) short 3 additional shares for their entire short position to distribute the dividend

He's using pipul to say their short position doesn't technically increase directly due to the split. But realistically they have to increase it to meet the demand they're forced to deliver.
